This white paper discusses the
relative threats of various biological and chemical agents and the response
challenges for first responders. The chapters cover five critical areas
involved in preparing for and responding to a bioterrorist event: detecting a
biological attack, notifying the proper first responders, intervening and
working with other stakeholders, managing health care surge demands, and
maintaining communication among all involved agencies and the
public.
